THE REALISATION OF RIGHTS
Regional
Policy Dialogues
IWRAW Asia
Pacific believes that governments must understand, appreciate
and act on their obligations under the CEDAW Convention. It is
therefore important to provide a forum for them - via regional
policy dialogues - to exchange information, strategies, methodologies,
data requirements and experiences in implementing the CEDAW Convention,
and in particular the Concluding Comments of the CEDAW Committee.
These dialogues are also an avenue to:

Raise
awareness about the importance of the treaty system in general
and CEDAW in particular;

Create
clarity on key concepts and principles in relation to women's
rights;

Provide
information exchange and technical assistance on the implementation
of the CEDAW Convention and its Concluding Comments, the purpose
of reporting, key elements of a States party's report, and the
Optional Protocol to CEDAW;

Explain
the role of NGOs; and
-
Identify
areas for technical assistance.
They will
be carried out jointly with UN and other regional/international
bodies. To maximise these meetings, participants will be a mix
of government, NGO and CEDAW Committee representatives. The presence
of NGOs, in particular those involved in the Facilitating Project,
allows for clearer understanding of discrimination against women
based on information collected through baseline reports and their
experiences in monitoring State compliance with the CEDAW Convention.
It also paves the way for more collaboration between governments
and NGOs in the future. The CEDAW Committee members are invited
to serve as resource persons, providing not only guidance to governments
present but also motivating them to implement the CEDAW Convention.
Phase III
(2002-2005)
Following
the first Regional Policy Dialogue for South Asia, conducted in
partnerships with UNIFEM South Asia in 2002, IWRAW Asia Pacific
plans to hold similar meetings for South East Asia and East Asia
in the near future. The former will involve countries like Cambodia,
Indonesia, Lao PDR, Philippines, Malaysia, Thailand and Vietnam;
while the latter includes China/Hong Kong, Japan, Korea and Mongolia.
